While in Buffalo, prior to the original illegal domestic spy program being uncovered by the New York Times, the president insisted that 'any time you hear the United States government talking about wiretap, it requires -- a wiretap requires a court order. Nothing has changed, by the way.'

That would be the Constitutional and legal way of eavesdropping on U.S. citizens. In regard to the warrants, the New York Times proved Bush to have been lying. After the Times' story broke Bush freely admitted he was indeed tapping the phones of citizen's without a warrant, but only when one party was outside the U.S. and only if it was believed to be related to terrorist activity."
