There is a very good reason why empires always fail; actually there are quite a few reasons, but one is that the people who live in the belly of the beast wind up paying dearly for the sins of the emperor and his court of fools..
Sometimes, the people, if not too dumb to live, don't take kindly to this and decide to do nothing, when the barbarains are at the gate calling for the head of the emperor.
