It looks like trampling the Constitution is catching on at all levels of government. A member of the Baltimore city council is proposing to give the mayor the power to “lockdown” high crime neighborhoods in the city by declaring those neighborhoods “public safety act zones.”

The declarations would make it a suspect act to simply walk on city sidewalks, giving police officers blanket authority to perform “stop and frisk” searches of all residents within the so-called public safety zones. Police would also have the authority to limit the number of people on city sidewalks, close liquor stores and bars and halt traffic.

Basically, anyone living in the zones would be assumed to be a potential criminal and would be treated as such. Put another way, they would be guilty until proven innocent in the eyes of the law.
